First Successful Talent Development Program in 19 Years at the City of OKC
Team: Supervised 1 recruiter and 3 professional staff and coordinated the work of 3 technicians and 1 management specialist.
Challenge: Previous talent development initiatives have failed to take off and the program had high turnover. Establish and maintain a robust training program to reduce employee attrition and vacancy rate.
Solution: The Oracle Learning and Skillsoft Learning Management Systems, combined with tailored, competency-based training for supervising and non-supervising employees that leverages online, in-person and hybrid methods, provide employees with tools for next-day workplace application, resulting in a more engaged workforce.
The Learning Lab
The City identified a need for online learning and contracted with Skillsoft/Percipio.
Develop timeline + plan: Invite learning partners from each department to increase engagement, develop user testing, develop eLearning site, soft launch, make modifications, promotion, and launch.
eLearning Website Development: Wireframing, Content Writing, Graphics. Collaborated with Employee & Labor Relations to develop training policy. The Training Coordinators reviewed courses and established the first set of 10 courses in consultation with key stakeholders.
User Testing
Once the preliminary website was created, I used gamification to create an engaging scavenger hunt test script to improve engagement. We held two rounds of testing. The first round was with only 60 participants across 3 departments. The second round was with 300 employees across 7 departments.
Results
Soft launch was a success, but two main barriers were discovered. Most part-time employees did not have a City employee address and would not be able to access the system. Many front-line employees did not have easy access to a City device and had negative sentiments around using their personal devices. This led to a successful petition for email licenses for all City employees at the start of the next fiscal year and the setup of several kiosk locations around the City.
